The law
requires all public pools and spas to have drain covers installed
and a second anti-entrapment system added when there is only a
single main drain. Violations can result in civil and criminal
penalties.
"This
is aimed to prevent tragic deaths and very serious injuries that
have occurred from drain entrapments and eviscerations," said
Scott Wolfson, a spokesman for the Consumer Product Safety
Commission, which administers the law.
The CPSC
says year-round pool and spa operators, including cities, motels and
agencies such as the YMCA, have until today to comply with the law.
Seasonal public pools and spas that now are closed must have the
devices installed before they reopen in 2009.
State
health departments and other agencies are to help enforce the law.
